What to do instead
Stop writing strategies alone. Bring the people who will have to live it into the room while it is being made. Not for input in a survey. For ownership of the actual decisions.
Yes, it takes longer. Yes, it is messier. Yes, the final document is less polished. And yes, it is the only thing that actually works.
The strategy document is not the point. The shared understanding it represents is. If the people responsible for delivering it were not there when it was made, no amount of polish will save it.
